BO3 but it gets 1% faster every kill

Description
Black Ops III except that every kill makes the game speed faster. This mod is functional on every gamemode on BO3 (including Zombies, Multiplayer, and Campaign). The configuration screen (in the main menu) will allow you to change how the mod will affect your game.

How do i find this new options menu? i would really like to adjust the speed and i cant find it anywhere. has it been added yet or is it not in the game?
