Adds a New Quality 3 Item to the Devil Pool: NFT (Non-Functioning Testicle)!

Effects:

Resembles "Number One" but better
Grants one black heart and blood tears
Tears Up +3.10
DamageUp +1.10
ShotSpeed -0.40

Fixed: Bug that reduced the stats of every character
Added: External Item Descriptions compatibility

I made this mod because I had a testicular torsion back in 2019

This mod isn't compatible with External Item Descriptions.
ETD has only 1 bullet point: "Non Functioning Testicle!". And its marked as a quality 0
