Toxic Resistant Power Armour

Description
Gives vanilla power armour (and anything derived from their parents) toxic environment resistance. Based upon the gas masks added with biotech, the helmet gives 80% resistance and the armour 20%, for a total of 100%.

does not affect any mod added power armours with their own base at this point, and i am unlikely to add support as i don't use any right now.

thanks to the official unofficial discord (or is it unofficial official?) server's #mod-developmentl, and phil in particular, for help when i once again ran into issues with patching.

@NiKaRus hmm.... i tested in 1.4 and it seemed fine there but it's possible that either something changed or i tested badly. i'll test again later, but if it requires biotech then there's isn't anything i can do to make it not require biotech

From what I could gather the reason why it wasn't actually protecting me is because the toxic resistance Stat doesn't actually get put in calculation unless you have biotech enabled which I did not

@NiKaRus i assume this is in 1.5? this is a pretty straight forward patch, so unless you're using non-vanilla armour or the armour is getting patched by another mod, i'm not sure. it's also possible that something changed with between 1.5 unstable and 1.5 proper. additionally, this does not protect against toxic attacks (toxic resistance), only toxic environmental effects (toxic environment resistance). toxic resistance protects against both, but, at least in 1.4, environment resistance only protected against stuff like tox gas and toxic fallout.

i have all of my guys in power armor and it seems like they are still getting toxic build up, the armor description even states that its supposed to be working

that means vanilla has 0 toxic resistance at all (which PA used to have), so if the event still occurs in vanilla, then player would need to be well prepared, otherwise get turbo fuked. Even this mod can't save the situation

@skycrossercat i can confirm that it's available as an incident option in dev mode when running only core. it is strange that veil would have mayrequire though
