True Colourblindness Mode

A mod that changes colours in the game to help red-green colourblind industrialists.

I had hoped that Paradox's colourblindness settings would be sufficient for Vicky 3, but sadly they are pretty pathetic. This mod works with the alternate colours used by Paradox (i.e. red is now blue) and implements them in many more places. Now you and I can actually use most of the map modes/lenses and the little budget bar at the top of the screen is actually meaningful.

Changes:
- All bars are now a more saturated green for good effects and a blue for bad effects
- Map modes/lenses also go from blue as bad/low to green as good/high

Note: this mod changes the 00_graphics.txt file in the defines, which may conflict with other graphics mods. If this turns out to be a problem, I may release a separate version with no map mode fixes that doesn't alter this file.
