This guide by Toyota Landcruiser contains everything you need to make your own dynamic flags like these. It is remarkably simple to follow and doesn't require any previous skills in asset making. This video tutorial shows me going through the steps of the guide and this video by Citywokcitywall shows how you can put multiple items together and upload to the workshop as a pack.

Nice idea. I which you could create 1 for every valuable contributor. That will allow for people to create parks in their cities honoring these great contributors of this community.
