[unsupported] Less Costly Raiding (movement range) (4.0 Ready)

Update 3.0: Chaos Dwarfs added and raiding cost reduced in line with other races of their type (from 50% to 25%).

A very simple mod that lowers the required saved action points for raiding for most factions from 50% to 25%. In other words, you can start raiding as long as you still have at least 25% movement range left (as opposed to needing at least 50% left as in vanilla).

Factions that have better raiding ability and by default could assume raiding stance with 25% movement range left have been improved to only require 15% movement range left to assume raiding stance.

Like all GOW mods, this mod has been cleaned to minimize potential conflicts with other mods. This means my mod will not accidentally overwrite someone else's mod changes in an unrelated area. My mod will only conflict with mods that change the exact same things I do.
