I will never forgive Hollywood for turning the Hunger Games into the very thing it warned against in the books. Though I will somewhat appreciate that it gave visuals I can use.

Adds Panem lead by Coriolanus Snow from The Hunger Games

Every era, all cities lose two citizens except the capital which gains one, and begins a golden age lasting 3 turns for every city Panem possesses.

Replaces the Infantry. Generates golden age points on kill equal to the combat strength of the defeated unit. Stronger and faster than the infantry.

Replaces the Garden. Provides +2 food, doubled during golden ages. May not be built in the original capital. Does not require fresh water. More expensive to maintain.
