[PR] Campus Metropolis - Mikoto, Misaki and Frenda

You need the Gathering Storm Expansion, Portugal DLC and Project Rush: Stirring.

If there are no new Expansions any more, this will be the Final Version of the Certain Magical Index series mod.

Campus Metropolis - Tree Diagram:
Cities with at least 2 Specialty Districts gain +15% Science.
If with at least 3 Specialty Districts can provide +1 Science, +1 Gold from each Population. </Text>

Special Abilities Institute:
Replace Campus. Each working Specialists provides +2 [ICON_Food] Food, +2 [ICON_Production] Production.
+5% Production for all projects in your empire.

Lv.5 Judgement:
Special Recon unit which replaces Scouts.
Has better Movement and sight range.
Can build special Trap Improvement: Computer Parts.

Computer Parts:
An unworkable improvement built by Lv.5 Judgement.
Deals damage to, and exerts zone of control on hostile units passing through or adjacent to it.

1. Mikoto Misaka - Scientific Railgun:
   Range units earn +1 Range bonus (Judgements can launch Ranged attack) .
   After "Electricity" tech, all cities gain +6 Power.
   Buildings that provide additional yields when Powered receive +4 of that yield.
   
   Misaka Sisters:
   Unique Units of Misaka Mikoto.
   Replaces Infantry.
   Has weaker Combat Strength, but much cheaper to Train and Maintain.
   
   
2. Misaki Shokuhou - Mind Out:
   Has 5 level of Diplomatic Visibility greater than normal with every civilization that she's met.
   Generates 50% less [ICON_STAT_GRIEVANCE] Grievances to other Leaders.
   Other leaders will be friendlier (+20) to Misaki.
   Land Melee units, Anti Cavalry units and Warrior Monks have chance to capture non-barbarian enemy unit when defeaded it.
   
   
3. Frenda Seivelun - Booby Trap:
   <Text>Combat units will deal 20 Damage to nearby enemy units when Promoted.
   All siege units have +7 Bombard Combat strength bonus while attacking, and deal 75% Splash Damage to nearby enemy units.
   When siege units attacking a city, defending units within the city take damage equal to 75% of the city's health reduction.
