You need the Gathering Storm Expansion and Project Rush: Stirring.

If there are no new Expansions any more, this will be the Final Version of the Age of Empires III series mod.

Lizzie's Pirate - Pirate!:
Gain 3 times yield as much output when units plunder Distircts, Improvements and Traders.
Units pillaging costs only 1 Movement, coastal raid costs no Movement point.</Text>

Tavern:
Lizzie's Pirate's unique building. Replace shipyard.
For each tavern you own, all of your city gain 10% Production toward producing units. (up to +100% Production).

Pirate Captain:
Replace Musketman. Has Ranged attack ability, can still ranged attack within water tiles.
Gain +7 Combat Strength and +3 Movement when there is enemy Trader in 5 tiles.

1. Lizzie Ramsey - Rebel nobles:
   All Recon units and Naval raider units have +7 Combat Strength against units and a chance to capture enemies after defeating them.
   But -7 Combat Strength against Districts.
   
   
2. (America) Amelia Black - Steel Falcon:
   Gain 3 Iron and Coal resource from each city you own per turn.
   Each District can provide +1 Gold per turn.
   When a Trade Route founded, all cities' construction progress +15%.
   Gain Railroad Worker unique unit.
   
   Railroad Worker:
   Replace Military Engineer. Have more charges than Military Engineer.
   When Railroad Worker passed every tile with a road, the road on the tile will be automatically upgraded to railway, and consume 1 Iron and Coal if there are enough Iron and Coal resources.
   
   
3. (China) Jian Huang - Captain of Treasure Ship:
   Non-continental cities gain +30% Gold, +30% Production, +10 Loyalty per turn.
   Non-continental cities gain +50% Production when building wonders.
   International Trade routes gain +5 Production, +5 Gold per turn.
   Each time a Trade Route is built, Science and Culture are obtained in proportion to the number of Technologies and Civics currently developed (varying with game speed).
   Has ♥♥♥♥♥♥♥ unique unit.
   
   ♥♥♥♥♥♥♥:
   Replace Frigate.
   Protects nearby (in 4 tiles) Trade units from being Plundered on Water Tiles.
