Oxus under Frâda

UA: Bridge Between the Ancients
Faith buildings between the origin and destination city of a Trade Route are shared. Luxuries improved for the first time enhance the yields of improvements around them, and provide Faith based on the city's Culture output.

UU: Lapis Camel-Cart (replaces Caravan):
Crafts Lapis Lazuli, which can be transported for a sum of Culture and Gold in another Civilization's territory. Cities containing Lapis Lazuli celebrate longer WLTKDs and have increased Trade Route length.

UB: Soma Boiler (replaces Stone Works):
+2 Science, +2 Faith and +3 Local Happiness from Incense. Missionaries and Prophets in cities with Soma Boilers have increased movement and spreads. When built on a city on a river, provides the unique Soma luxury resource.

How does the camel cart craft lapis? I can't get it to do anything in my territory, in a city, or in another civ's territory with open borders. All I can do is move it or gift it to them.
