Description
This mod adds the Time Space Administration Bureau from Magical Girl Lyrical Nanoha to the game

UA (Civ): +4 science from relics and artifacts. Archeologists can enter foregin territory without open borders.

UA (Nanoha): Negates ranged unit combat strength penalty against districts. Gives Aerial Mages extra combat strength against districts.

UU: Aerial Mage. Replaces infantry. 3 movement, ignores terrain and river crossing penalties and zones of control. Additional ability from leader.

UB: Bureau Training Facility. Replaces Military Academy, grants units trained in city a free promotion.
