Solving the problem
Install SAMP into the game files downloaded via steam.

Open the location of the game files, do this via Steam or file explorer:
⠀⠀⠀⠀⠀⠀⠀⠀⠀ ⠀ disk:\Steam\steamapps\common\Grand Theft Auto San Andreas

If you have done so, overwrite the files as follows:

gta-sa.exesamp.exe
samp.exegta-sa.exe
(basically overwrite each other's files).

And now steam tracking your played hours.

Nice guide, but you have to use a downgrader in order to not get crashes.

Im saying this because i was doing too.

Also, if you want to add to the guide, i have found a "GTA SA launcher" from mixmods.br, a well known modding website from south america.

Basically you have the option to launch the singleplayer game, or SA:MP.
