I find that a mere 30 additional capacity in a garrison is extremely ineffective when compared to reducing wages by 5%, most towns can reach well over 500 without much difficulty and castles can reach over 350. On the reverse, a highly expensive garrison over 5000 can be blunted with many wage reducing perks, Military Tradition being one of them.

I think you missed this, You showed picking Generous Rations which offers no governor perk as opposed to Drill which is a governor/party leader perk, the governor part offering +0.5 militia gain a day.

So it's best to find companions which are already highly leveled in certain skills, for example 'the Swift' or 'the Spicevendor' companions seem to be the best companions for governing due to them already having high stewardship and trade levels. Setting them as your party's quartermaster would help to level these skills faster.
