exactly, thankss for the explanation, yea thats how they use to board this "diving saucers" back in the day.

The submarine is most likely meant to be used with a boat to charge and carry it, meaning the pilot enters the sub while still onboard the boat. They don't get in the sub when its in the water, as it would be too unstable.
