Yup the settings are the issue, at high it’s perfectly fine but I know a fix.

No Anti-Aliasing
Filtering Mode Bilinear
V-Sync: Off
Shader, Effect, Model/Texture Details, all at Low
Multicore Rendering Enabled
Paged Pool Memory: Low

I think it's an issue with texture settings. What graphics setting are you playing on also? I can fix it
