[OBSOLETE] CE - No Tuque Skin Layer

Description
*** This mod is no longer needed in the latest version of CE, as tuques no longer take up the skin layer anymore. This mod will still remain up for legacy reasons.

Combat Extended has its own system for creating headgear that can be worn on different layers. However, as any other CE user would notice, tuques have been set to the skin layer, while the other hats remain on the outer layer. This results in situations where the majority of raiders that spawn in with hats show up wearing both a tuque AND a cowboy/bowler hat, which looks stupid and makes no sense.

This mod fixes the above problem by simply setting tuques back to the outer layer, where they belong.

This mod is marked as updated for 1.4 but it has a dependancy marking for CE 1.3. Does it work on CE 1.4?

Ye, it sure doesn't help vanilla helmet graphics are weirdly tiny (stay on without straps I guess)...

idk, being able to wear tuques under helmets is pretty good for cold biomes. always use them like that.

But wearing both at the same time just looks ridiculous. It's not just cowboy/bowler hats either, this is worse with flak (composite) helmets, as the tuque very visibly clips through the helmet. I know the utility behind it, it just looks messy.
