You don't have to enable it because it's a Content spawn, not a direct tool or addon.
Once you install it, it's already enabled by default. Spawn it in via the esc menu.

man i kinda wish there was a spawner similar to destructible robots with this mod so i could fight endless waves of combine.

I'm not sure why the gun sounds are incorrect, an error on Diamond's part it is, either because he didn't find the right audio files or just didn't bother.
Though I personally haven't found any audio issues
