I noticed this, but if you put 5 buildings, then they give maximum loyalty from monuments within a radius of 1km

That loyalty does not work you add 50% ,but the game allow monuments only increase loyalty 10%, So the radius work fine anyway it will increase that 10% max better than "red star".
