Description
Neco Arc Chaos has arrived to inflict chaos upon SSL! Use your big moves to annoy the competition from afar, but watch out from throwing your moves aimlessly, or you might get punished!

Yes, neutral ground is supposed to do no damage at close range

Ah, after a bit of testing, I see it's range dependent, but the zone where doing 0 damage is quite close.
