It's not a bug, it's a feature. There's a treadmill there that Dogmeat is using to help burn off some of the raider meat he's been eating.

The AI and path-finding in Fallout 3 and 4 is some how worse than the cockroaches from Half-Life 1. Fallout is only Fallout with members of the original's development team at the helm...hence why New Vegas is the best.
