Batteries No charge and Scrap

Description
Removes initial charge from all batteris when build.

And for the sake of " balance " Power cells no longer turn into the Scrap Metal so you can keep them like in the past :)

Only vanilla batteries.
( Large grid + Small grid battery )

Does this effect "all" batteries including modded once or only vanilla batteries? I would assume only vanilla.
