Settlements Start at Tier IV

Description
This mod makes every settlement on the map start at tier 4, with all secondary buildings upgraded to max level. It also gives a bit of bonus income, scaled by difficulty, to both the player and the AI to allow them to make use of all these slots.

This effectively lets you skip a lot of the early part of the game to immediately begin recruiting most units.

I wouldn't recommend playing as Daniel with this enabled, unless you like pain.

I used their template to write a mod and it was still working fine a few weeks ago, you should be good.

I was wondering if you were going to do something similar like in WHII, that works with the MCT mod that allows one to configure what level players and enemies can start the tier of their capitals at?

Is it okay if either you or I publish a copy of the mod that upgrades to level 3 with no extra money on turn one? That works better for me, at least.
