With the producton of Risso & Omura-type vessels underway, the WEC's Board of Directors issued Corporate Order 228-CX, calling for the immediate development and production of a dedicated Strike Carrier-class vessel, dubbed Project Talos (which later became the officially-designated name).

Out of fear of another attack by TFK/REC forces like on Lambda-4, all construction of Talos-class vessels was undertaken exclusively in the Coprates Chasma Drydock & Launch Complex (CDLC), located in the MC-18 "Coprates" Sector on Mars, which ensured that construction remain protected at all times. However, the CDLC was never designed to accommodate large vessels like the Talos, which resulted in a delayed deployment as infrastructure was hastily upgraded and expanded.

These limits meant that the Talos was only capable of deploying four "Torch" or "Vigilante" interceptors/fighters into combat. To somewhat remedy this lack of offensive power, a heavy-duty Refinery and Assembler was fitted onboard, allowing Talos-class vessels to assist and supply friendly fleets.

The Talos was initially designed to operate in a defensive role around Europa - however, following the acquisition of Jump-Drive technology from LKF and reverse-engineered TFK ships, the operating regime was hastily extended to include limited "hit-and-run" strikes around Luna against TFK and REC targets.
