Just to further on the fact, unless the weapons are poorly compiled. I don't think there's anyway to manage that sound specifically. I've never seen anything related in the compile files to begin with.
If you want to replicate what I did, load up c1m2_streets. Give yourself any sniper weapon then scope inside the saferoom, you'll find they won't work if you're standing on the floor but if you stand on the table or counter, they work just fine.
I was testing this on the gun shop survival map where the sound effects would play outdoors but if you scoped in/out inside, they wouldn't play. Your M14 mod didn't have this issue.
