Expanded Xeno Diplomacy

Description
I have manually confirmed that it works for 3.3 to 3.6, and believe that it'll work with any 3.* version.

1 New Technology,
3 Policies,
9 Edicts.
All focused around diplomacy.
Each "Xeno" tech, gives 1 Policy and 3 Edicts, 3rd "Xeno" tech is a custom Tier 5 society tech, only meant for unlocking the edicts and policies, which will only appear if you're part of the galactic community.

That would be nice. Some gestalts do diplomacy too. Could make something, or use one of gestalt diplomacy techs (the envoy giving ones? Idk. I think autonomous agents and embodied dynamism are equivalents.)

As the tech Xeno Diplomacy requires a "regular empire" it's unaccessable to gestalt consciousness.
I might make some tech that's exclusive to gestalts so that it's accessible, or do it in another way.
