Removed Changing of The Ways Cheats for AI

Description
Removed the AI cheats for changing of the ways that resulted in them seeming to spam the mechanic which could get extremely annoying once multiple Tzeentch factions had been discovered especially as one of the non-daemon races that automatically were at war with them.

Easy 20% > 20% (Actually costs them more so left it alone)
Normal 0% > 0% (Normal had no reductions so left it alone)
Hard -20% > 0%
V. Hard -30% > 0%
Legendary -40% > 0%

If you'd like a version of the mod that removes the Changing of The Ways mechanic for AI completely I've created a separate mod for that:Removed Changing of The Ways for AI

Have added a version that increases the cost of CoTW for AI only meaning they shouldn't have enough tomes to complete any of them and linked it at the bottom of this mod for convenience :)

Yes please, I'd _love_ a mod that prevents this bs from happening. Every 10 or whatever turns, like clockwork, he flips a settlement to a neutral faction making me start yet another war and loose reputation status and waste time moving armies through my own territory back to retake the settlement. Of course no one will just give me back the settlement under no money or threats (although threats still dump your reliability)

@Ser Poutine you could just increase the amount the ai needs to pay for the ability of Changer of Ways by an Unbelievable Amount so they can't pay for it.

@metaidiocy I'm not sure if that's possible or not to remove the mechanic from an entire faction but can take a look in to it. Worst case scenario I suppose I could add a skill and force the AI to take it that increases their costs by a huge amount so they can't do any.

Hi could you maybe make a mod that just takes away the AIs ability to changer of ways?

Ideally it would be just Kairos who has the mechanic, because having a random minor faction deep in the chaos wastes halting my entire faction for the 5th time in the row is getting pretty annoying.
