Vassalization and confederation are two different mechanism, not available to the same races. The mod doesn't change that, only the chances to confederate.

Great mod, although, i'd wish if you would've done submod to make vassalisation easier than confederation. Basically, swap their demands so the confederation will be actually harder to get, so that vassalisation would be in place of it. Because it doesn't make sense that faction would much more prefer to merge with your own faction instead of saving and preserving their control, history and free will.
