Lighthouse

Description
Our lighthouse is listed in nautical charts with a light pattern alternating between a long 4-second signal and a shorter 2-second signal. The signals are separated by pauses of 3 seconds (each step counts as 1 second).
We need a circuit to generate the pattern.

Output a repeating pattern:
4 x On
3 x Off
2 x On
3 x Off
