[CEC] Gillais-Class Patrol Vessel

The Gillais-Class is a new model of patrol vessel designed as a complete overhaul of the aging Kattalim-Class, which soon turned into its own ship model.

New systems and features have been added across the board, ranging from an upgraded bridge, to an improved PDC grid in comparison to its predecessor. Meanwhile an improved powerplant punches the ship up to its top speed considerably faster than before despite the mass increase. As per usual, the ship runs purely on hydrogen and is designed to be constructed entirely out of lower end materials, allowing early game factions or individuals to construct them quickly.
