Adds the Troika lead by Igrath Winters from the furry webcomic Dreamkeepers

Unique Ability: Dreamkeeper Powers
All land units gain a random promotion after first combat from a pool of 16 kinds of powers, each with 3 variants of increasing intensity. Receives 1 extra spy.

Unique Unit: Guillotine Operative
Replaces the marine. Available earlier at plastics. Invisible to all units unless adjacent. 4 movement, ignores terrain cost, and may move after attacking. Cannot capture cities, and has no amphibious bonuses unlike the marine.

Unique Building: Fermentae Brewery
Replaces the colosseum. Available earlier at calendar. Provides 1 copy of the fermentae luxury resource. Most edible plant-based resources worked by the city provide +2 culture. Desert tiles worked by the city provide +1 gold.
