This mod is modified on works of [O'Nightmate]

just make 1 more upgrade level. Now we have a level 7 roster, can have 45 heroes in town, and 10 new heroes come to town

launch it in the first order, put it on the top of other mods.
If still not working, maybe your basic files have problems, can re-download the whole game.

Because I need lev.4-5 heroes to appear...
It's not cheat if you have a huge class mod list and you want them all imo ^^
