Description
This is the fourth installment of the Capital State insurgency series.

-4/10/2048-
The war on Virina continues in futility. As fire is exchanged and lives are slain, the hands of victory rise and fall between the two sides. Watching their elite soldiers withdraw and redeploy with fatigue, the Empire is deciding to make a different move around the deep woodland areas as a strategic play against the useless man-to-man eliminations on the flatlands. This strategy worked for naval combat. It sure will work here.

Codename 'Ark Storm' has been stationed to Sector V-1. This remote area has one major geographical advantage : equal distance between each front. Here, an artillery base is to be set up to give firing support to soldiers using monolithic cannons and railguns. The land must be cleared, both of forest and unstable land and of enemy units relaxing in their false security.

peaceful option works, but violence is fun

-The military's civilian game is just a little too weak... even buying everything, I couldn't stabilize one zone. Plus, with some initiative types entirely missing, zones would pop concerns that couldn't be filled, resulting in them eternally spawning insurgents. Military felt like it needed some endgame upgrades to actually stabilize stuff.

Overall though, I think it was a really good scenario. I'm a big fan of the Capital State series and I can't wait to see the next installment.

Just played the military path. I also really liked it, this is definitely a good scenario. Honestly, the scenario would be almost impossible to beat if reputation worked normally, so maybe the change is for the better. That said, I do have a few notes:

-There's a bug in the game currently where minefields are permanently in effect if you stick them in the same zone as a tunnel, and as several key cities have both a minefield and a tunnel, this results in the map being extremely difficult for soldiers to traverse. Maybe move the minefields to rural zones without tunnels, so they can at least be cleared?

Unfortunately with the Insurgent Control concern multiplier, I find that that's the hardest thing to tweak. Made harder by the nature of this particular scenario. I've noticed that at certain values that it acts like a curve almost, at low activity it goes down, moderate activity goes up and high activity goes down again.
In my scenarios, I have to try and set the multiplier a certain way so the sheer number of insurgents doesn't kill you immediately. The issue is that I have to try and factor in other difficulties and try to make sure that they're actually possible since I don't have much experience winning MB. The 'peace or war' mechanic also makes this significantly harder as the insurgent activity surges significantly between them, for obvious reasons, and I have to try to make both of them work (easier said than done).

I really liked the scenario! Its always fun to explore a big initiative tree. I've played the peace path so far, though I'll go back and do the violent path soon. I really like how the peace path works, you have no way to wipe out all the insurgents so you have to try and reach a point where you can make them see reason.
There is one significant issue with the scenario, the insurgent reputation multiplier is set a little too far in the negatives. Most of the game I was gaining reputation from insurgents owning zones. I ended up having 600 reputation by the time I signed the peace deal. The only way I could lose was if I let my HQ fall. That may need adjustment.
