Description
CTT already overhauls the Skycutter in Cataph's High Elf Sea Patrol but the unit is only available to Cothique.

This features:
-Allows the Skycutter to be recruited by all High Elf factions.
-It requires the Second smithing building.
-Smithing building provides +1 capacity for Skycutters
