Description
OTTOMANS (SELIM I)
Unique Trait: Servant of the Two Holy Cities
Conquering a Holy City captures and ends the Resistance of all cities following its Religion and originally belonging to the Holy City's founder. +33% Religious Pressure in all cities per Holy City controlled.

Unique Unit: Topcu Ocagi
The Topcu Ocagi replaces the Cannon for the Ottomans under Selim I. This unit begins with one free Promotion for every two different Religions present in the city in which it is trained. Train these units in your most religiously diverse cities to acquire as many free promotions as possible.

Unique Building: Kulliye
The Kulliye replaces the Caravansary for Selim I's Ottomans. In addition to boosting the length and Gold output of Land Trade Routes in this city, the Kulliye adds the Production going toward it toward the construction of a Courthouse in occupied cities and toward the construction of a Library, Garden, and Shrine in occupied cities. Assign cities to construct Kulliye to simultaneously work on the buildings your cities might need.

That's not true, since you still have the excess Unhappiness from a city being occupied (i.e. a city lacking a Courthouse) to deal with. Resistance only refers to the temporary state (a few turns, depending on the population size) in which a city can't function immediately after capture.

Capturing a holy city ends the resistance of all cities originally settled by the same original owner of that holy city.Resistence meaning the penalty you get when a city is freshly captured is non existent.This makes the courthouse useless.

I haven't played the mod yet. I'm just telling you what I can deduce from the description here.
