adds decisions to buy XP with PP. IDK why the launcher intends i upload in English and there's no way to delete the English desc altogether. sorry if it shows up for you like this i guess ¯\_(ツ)_/¯

呃倒是不难做，但是没这方面需求。。你要是自己做的话，照着校长军改抄抄，选择条件写成陆军经验大于99，效果是扣100经验给100政治点，应该就行了吧

我自己试了一下只开52汉化和我这个mod是没问题的。建议你排查一下自己的mod列表什么的吧:ODWC:

不清楚，我这个mod就加了三个决议啊。我感觉大概率不是我这个的问题，过会我自己测一下看看吧
