The suggested difficulty is Brutal.

December, 2100. After a mysterious virus have striked Hope city. John and his team "Hopeful Dawns" are nearly done with rebuilding the city and regenerating human civilization; however, another horde of zombies are about to strike the city.

You are a zombie that survived from Hopeful Dawns and somehow gained knowledge just like humans. You are the only zombie that can speak and react like a normal human. You settled yourself in the Hidden Lab and you want to take revenge of John for killing your zombie mates and you want to fill the city with zombies.

So been tried a few passes at this on brutal, and so far I seem to get my butt completely handed to me by insurgent activity within months of any military actions starting. Am I missing something obvious?
