Lower World Tension

Description
Globally decreases the world tension for all diplomatic actions.
With this mod, the war justifications don't cost more than the base cost (in terms of world tension), regardless of the number of provinces targeted by the war goal.

Mod compatible with the "Barbarossa" update and the "No Step Back" DLC.
