Description
Mayors were a product of the growing bureaucracy of the high middle ages, breaking the "three pillars of society" that had dominated Europe beforehand. To help simulate this, I have given feudal and clan lords the ability to rule cities, though raising them to level 3 will negatively impact your demesne holding, given the growing populations.
To further aid in this, I have removed nearly every mayor from the starting map, though I can't stop the AI from appointing mayors any time they go over their demesne limit (which is slightly appropriate, I suppose), meaning that it is easier to play tall with the aid of several cities.

I have made an alternate version The Kings' Cities without the demense penalty.

6/6/22: Many thanks to Inferchron for sharing the code to automate giving the county owners all of the city baronies, rather than having to trawl the title histories. Work smarter, not harder.

Only compatible with a new save, now achievement compatible with 1.9

Incompatible with mods that affect the:
Common/buildings/00_city_buildings (for increasing the demense cost) and common/governments/00_government_types (for allowing feudals and clans to hold cities)

Correction:
Mode doesn't work for EK2 at all...after a while of controling the city game will give me game over screen.

I wonder, will there be a compatibility patch with Elder Kings 2 mod? It seems that CoK doesn't work fully with EK2. Game keeps telling me that I have wrong holding type, but it no longer convert my king to mair when I move my Realm Capital to city.

Thanks for letting me know. I think I fixed it; I don't have Legacy of Persia so I'm not sure what features I'm missing, but I can at least access the clan unity menu

no, there is still bug, doesnot fit the new dlc about the succession of the clan system. The utility of a clan house is removed when using this mod, maybe the .txt needs to revise

Tried using it with the GOT mod and it crashes every single time. I don't know whether there's conflicting files or restrictions etc, or it's just my PC. Great mod though, works without GOT.

I think you'r having a problem with other mod, I had the same issue, and tried to play the game only with this mod and worked
