Every time I defeated a Barbarian Camp, EVERY city state I had discovered got a bonus.
By the end of the Game I had Alliances with every City State & over 1000 points on most of them. Some were over 2000 points. It was an easy cultural victory before I even got to the information age. I think the CS bonus it too much (Overpowered but fun).
