The Cosmic Odyssey CE Patch

Description
A CE patch for The Cosmic Odyssey-Core combat drugs and urban combat, NOTE: VWE:Coliguns is required for CE to patch some ammo. note: you don't need all the mods for this patch to work, but if you don't have them all enabled there will be some harmless error log entries.
