Good idea! Poor execution. I could not, for the life of me, figure out the many complicated dependencies, it doesn't seem to add much to the scenario, and too many vanilla initiatives are left that don't make sense. Am I fighting an apocalypse or am I trying to breathe life back into a city while fighting zombies? At least make it clearer, like "Revitalize old shopping centers to bring back a sense of normalcy."

I also never did figure out where Watchtowers are. Perhaps add "Trenches and Battlefield Emplacements" with "Explosive Trenches" as an added dependency?

Cool scenario, has some interesting ideas and concepts. A few points of feedback. Winning the scenario sort of requires you know which initiatives to buy, as you have to unlock some very specific powerful initiatives to have a decent shot at victory. I might make it more obvious which initiatives are the really important ones to get. Also, the final "cure" initiative is far too expensive to be afforded in a normal game. All in all though, I like the scenario.
