Disable Roof Check

Description
Disables the "natural roof" checks for Undergrounder pawns.

I personally was not a fan of this change for Rimworld 1.3, so I effectively nullified the effect of a "thick" or "natural" roof for the "Indoor" needs. A standard constructed roof will suffice for satisfying the Indoor need and for the "Underground" positive thought.

Getting around to building this for 1.4 in the near future, but looking at the function it patches, I *think* it should work. Hopefully I can get this built and tested within a few days.
