Less Habitable Worlds (3.2)

Because I Want Planet Preference To Matter...

...fewer habitable worlds, and more of them with dangerous modifiers... I tweaked some values in a few files, so less habitable worlds are spawned, on average they are slightly smaller, and there is an increased chance they have a dangerous modifier.

Also base habitability tolerances are reduced: 75% for primary, 50% for secondary and 10% for tertiary.
