TopHat's Aztec (Tlacaelel)

Adds the Aztec Triple Alliance, led by Tlacaelel, to the game as a custom civilization. The brother of Montezuma, Tlacaelel was a longtime advisor to the Aztec throne, and a major proponent of the "flower wars" that helped the empire capture sacrificial victims. Requires Brave New World.

UNIQUE ABILITY: FLOWER WARS

Gains Culture for the empire for each enemy unit killed.

UNIQUE UNIT: EAGLE WARRIOR

Replaces the Pikeman. Stronger when beginning its turn within two tiles of an enemy unit that has less than half of its health remaining.

UNIQUE BUILDING: TEOCALLI

Replaces the Temple. Units trained in its city get +3 XP for every Social Policy branch opened, doubling if that branch is completed.

This civ also changes Montezuma's unique ability to the following:

UNIQUE ABILITY: LAWS OF THE HUEY TLATOANI

When a Great Person is born in a city, that city gains a permanent Faith boost if it is a cultural Great Person, and a permanent Production boost if not.
