Exiles for all ideologies

Description
This mod permits all ideologies to host govenments in exile. I make no claim this is balenced - but it is fun.

A mod used to exist that did this as well but it has not ben updated an now breaks more recent content (collaboration governments) so I remade it.

Actually I don't know how Exile work. ( After Google and YouTube. It required faction 🤣 )
I subscribed this mod at 1.11 so Okay if it not working for that version.
