One of the many stations the combine uses to pump water from the sea to the citadel.
They've also confiscated all the boats within the canal nearby.
This area is just outside city-17, but seems less guarded than the others though, almost as if it was abandoned.

-Canals with some w a t e r
-Some toxic goo stuff
-Supply crates, weapons and vehicles in several locations
-AI Nodes
-3D Skybox (bad reflections on the water)
