Missile Trucks significantly increase soldier strength, but are quite defenseless in close-range combat.
The Missile Truck Commander can also promise the locals that he will do something later, cutting down concerns, but reducing support level in zones as a result.
Civilian initiatives are slightly more expensive, except roads.
