Turn Internet Off and then turn it back On.
Short Way
Just unplug your router adapter, lose internet and re-connect after. Then press HOME in-game and re-connect to social club and restart Online.
Better Faster Way
This way is actually faster in terms of re-connection and less damaging to your internet equipment. It may seem like it is much harder to do at first because it has more steps but in reality it is really easy.

Right Click on the Monitor Icon in the lower left corner of your desktop screen.



Choose "Open Network & Internet Settings"

(if you use wi-fi just disable wifi and re-enable it after a little bit) and then skip to reconnecting the game to social club via home button on keyboard



Choose "Ethernet" on the right and then "Change adapter options" on the left



Find your active network connection (it should be one that doesn't have a red cross) and right click on it and choose status



Click "Disable" to turn off your internet. In a short time the game will cancel the infinite loading screen and kick you into singleplayer



You will see this warning in-game, just agree with it



Go back into adapter settings and double click the adapter you disabled, or right click and enable it, if you have a shortcut do that to a shortcut instead, if you had wifi, just enable wifi again



And then press HOME and reconnect to social club



Now just restart Online from singleplayer by pressing ESC<ONLINE and your desired lobby type or just press GO to go public

It may seem like a lot but it is actually less annoying and faster than restarting the game
(Optional) Creating Shortcut to Speed Things Up
In adapter options right click your adapter or wifi and choose create shortcut



It will pop a warning saying it will send a shortcut to desktop, just agree with it



Then just right click the shortcut and choose status and disable to turn internet off.





And re-enable it by clicking twice on the desktop shortcut later.

Otherwise, follow the steps mentioned in the guide above.
