EDE - ECA Compatibility Patch

Description
This compatibility patch (probably) adjusts influence operations from Expanded Diplomacy and Espionage with cooperative and competitive ethics from Ethics and Civics - Alternative.

If this basic adjustment works, then I will maybe try to introduce more connections between different parts of these mods.

The patch is largely untested, so I will be waiting for response about any problems.
