Forsburn+

A Forsburn skin that greatly overhauls his sfx, polishes a few small issues i personally had, and changes the portrait to a pixellated version of Elrannos Forsburn splash art.

This skin has only one balance change. Ustrong 2 has much more hitpause scaling (.5 -> 1) to give it more impact. Otherwise, he should feel just as fresh as live forsburn, gameplay wise.

Main changes:
Smoke specials, and up special, have a ton of sfx additions. Neutral special becomes a much more hearty breathe, and combust has stronger hit sfx along with a lower-pitched version of zetterburns consume strongs.

Strongs:
Strongs have been completely overhauled, sfx wise. Up strong and Fstrong use brand new sfx, to make it have a stronger swing and bone crack on hit, and down strong has a little bit of extra oomph.

Other:
Some aerials gain extra whiff sfx to make them a little easier to hear (Mostly ones that make sense, on dair and bair). Ftilt uses a breath sound effect, and up tilt uses a cape swipe sfx.

Down strong has a fixed visual bug in which the active animation frame plays for much longer than its supposed to, which makes it look a lot smoother.

Portrait:
Portrait has been replaced by the newer Elrannos splash art for forsburn, in a pixellated style.

Known bugs i'd like to fix (But couldnt figure out):

-Sound effects not playing on galaxy
This is the big one. due to the limitations of skin coding, i had to code around not having a direct way to play extra hit sfx. As a result, some moves (Notably, combust and the strongs) unfortunately dont play some sounds on galaxy, or are delayed.
-Lag with side b
For some reason, advanced forsburn skins slightly lagspike the game when creating clone. Nothing i can do bout it.
